Declaration On commemoration of Anti-Corruption day in 9/12 which was specified by United Nations and accepting the agreement of United Nations for Anti-Corruption, in all around the world people will do many different activities to celebrate this day, we are as commission of Integrity after 2014 implement many activities annually within other institutions to commemorate this day. Nowadays corruption crimes are equal to the international crimes especially money laundering, hiding corruption incomes, receiving huge contracts….etc. It's been many years Iraq is having troubles with the corruption crimes, unfortunately is in the front line of corrupt countries according to the reports of international transparency organization in addition to all attempts for confronting it. Kurdistan Region as a part of Iraq is having the same problem, corruption is widely spread and is became having continuous political and social disagreement, economic damages can be seen clearly especially this economic crises that Kurdistan Region is going through. What's worse than corruption is taking somebody else's properties and public assets can be seen as normal phenomena, this issue unfortunately started to grow and it's taking illegal benefit from public asset. In addition to the previous reform process in Kurdistan Region but obvious changes cannot be seen, with the start of the new cabinet of region government the program was formulated on the basis of reform, the aims were for implementing basic reform was increased after accepting and implementing reform law which is an important step for this purpose and now institutions are busy implementing them with different reasons still the process is low and needs many necessities which we will present the result of our following up on implementing the law. -According to us Kurdistan Region now is in bad economic and political situations, needs rule of law and excision of excessiveness phenomena, controlling customs and tollgates, needs a specific program for decreasing costs and increasing incomes, summarizing management and decreasing ministries and institutions, activating services and developing them for observing the works and duties of performance authorities we need an active parliament. Judicial authority is one of the important authorities in every country which needs to be far from interfere of anything or anyone and its duty must be solved on the basis of the rule of law and experience, legal, incorporeal and materialistic needs of observational institutions must be provided on the basis of freedom and vocational working so as they can take their role which was specified for them by law. Commission f Integrity for developing its abilities signed memorandum of understanding with UNDP for the purpose of more cooperation between both parties for Anti-Corruption and we hope that this cooperation have an important role in serving reform process in Kurdistan and previously we had the same memorandum with UNDP, they were very helpful in the beginning of commission work in the field of developing abilities, opening courses for employees and judges of Integrity. -Another important point is this partnership is enriching the draft of the strategic amendment and Anti-Corruption which now we are working on it so as Kurdistan can own an active strategy in this field. In previous annual reports, we clearly stated the needs and factors of activating the institution in the amendment law of commission, providing incorporeal and materialistic needs for commission and now the problems remained the same and they prevent commission to implement and develop its duties. -In the end we say the issue of Anti-Corruption is important issue for this purpose we need cooperation between all authorities, institution, media and organizations of civil society, now we need more support because any reform process without Anti-Corruption cannot reach it aims.
